Change the Windows 7 Logon Background
1. Click Start, type regedit and press Enter
2. Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Authentication\LogonUI\Background
3. Double click OEMBackground. In the Value Data box change 0 to 1
4. Click OK

5. Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\System
6. Right click an empty spot and select New and DWORD (32-bit) Value
7. Name it UseOEMBackground

8. Double click UseOEMBackground and change the Value Data from 0 to 1
9. Navigate to C:\Windows\System32\oobe\info\backgrounds and save the image that you would like to use as the background. Save the picture as backgroundDefault.jpg
Note: If the info and background folder does not exist, create one. If you are not able to save the picture to the background folder, you will have to right click info folder > properties > security tab > select the current user logging into the computer > click Edit > check Modify box > click Apply and OK.
