How to allow or disallow use of the Offline Files feature
If you are an administrator you do not want user to mess with offline file settings. To prevent that, you would enable a setting in group policy so that the offline files setting is disable (gray out) so that the users are not tempted to change the settings.
1. Click Start > Run > Type gpedit.msc > Click OK
2. Navigate to Computer Configuration > Administrative Templates > Network > Offline Files
3. Select Offline Files
4. In the right pane, double click Allow or Disallow use of the Offline Files feature

5. In the Allow or disallow use of the Offline Files feature page, select Not Configured (Allow user to change settings), Enabled (Disallow user to change settings), or Disable (Disable the settings)
6. Click Apply
